В декабре 1876 под давлением Мидхата-паши, связанного с обществом "Новых Османов", ввёл конституцию, но вскоре распустил созванный на её основании парламент и установил деспотический режим "зулюм" (насилие, произвол). Своей политикой угнетения народов Османской империи (армянские погромы, резня греков на Крите в 90-х гг. 19 в. и др.) заслужил прозвище "кровавого султана".
